Law enforcement agencies have finally gone sci-fi. A new software developed by University of Pennsylvania professor Richard Berk (Pre-crime) uses algorithms and historical data to predict future crimes before they occur.
Agencies in Philadelphia and Baltimore have used a similar software in the past to predict murder risks by past offenders, but the Pre-Crime upgrade allows agencies a more detailed look into the future.
The University of Pennsylvania professor explained, “When a person goes on probation or parole they are supervised by an officer. The question that officer has to answer is ‘what level of supervision should we use on this inmate?”
The pre-crime software program could play an important role in determining bail amounts, and if a person should be let out on bail to begin with.
In addition to Washington DC, other major cities including Boston, New York City, Los Angeles and Chicago will also begin implementing the pre-crime software.
Many individuals believe the program encourages categorizing individuals on a risk basis through computer mathematics, rather than physical monitoring.
Another form of this technology is currently being developed by the Internet search engine giant Google and In-Q-Tel. Google and In-Q-Tel (whos mission statement is "developing innovation for the intelligence community) have recently spent $10 million each forming a company named "Recorded Future", which uses analytics to scour Twitter, blogs and websites for all kinds of personal information, which is used to “assemble real-time dossiers on people.”
The tool has been described as “the ultimate weapon for open-source intelligence,” others claim "it helps predict the future."
As we move forward this year, big brother will continue to keep a watchful eye on its citizens by recording telephone conversations, e-mail messages, internet chats, and GPS locations.
The intelligence community has become a negative force teetering on the boundaries of science-fiction in the 21st century. Will the citizens sacrifice freedom for safety? Do they have a choice?
